change font color on panels

when dropping the opacity on my desktop panels, the default black text is difficult to read.

I have created a .gtkrc-2.0 file as prescribed in the link above, but there are no changes upon refresh after I send the 'killall gnome-panel' command.

this file is in my home directory, but does not appear to be read.

any suggestions?

running Ubuntu Dapper i386

I have since rebooted (just in case that might have been a suggestion) and the text is still the same default black.
