How to edit the gnome-panel from gnome3

In theory the gnome-panel of gnome3 should be configureable as is the gnome-panel of gnome2. Only you have to hold the ALT key as long as you edit.
On my computers this doesn't work. I have even told metacity no more interpret ALT+leftclick as a command to move a window so it does no more interfere here. But with no effect.
What did I do wrong?

Ok... ...did find out what the problem was:
If in the mouse preferences "disable tapping while typing" is selected you cannot edit any aspect of the appeareance of the gnome panel of gtk3 without using a mouse.
