can not create new users

I just installed 7.10, a very new user, and I get the following message when I try to edit users and groups.

Failed to run users-admin as users root.
Unable to copy the users xauthorization file.

How do I fix this?

Boot Ubuntu make a regular non root login access
Check your user permissions under:
System->Administration->Users and Groups
the system will ask you for a password
give your user password and press enter
select your user and push "Properties" button then Select "User Privileges"
