===If you are using ubuntu classic:===
You could try this:
Do alt F2. A Dialog box should pop up. Into it, type 'gnome-panel' and press enter.
===If you are using ubuntu unity:===
Try this command:
setsid unity
================================================================
If none of the above work, regardless of whether you are using classic or unity, you could try resetting your configuration by this terminal command:
rm -rf .gnome2 .gconf .gconfd .metacity
Be warned - this may reset some of your settings for ubuntu and gnome applications.

Can you help with this problem?
