To reset panels to default seetings in Ubuntu classic press CTRL+ALT+T do you get a terminal

then type:

gconftool --recursive-unset /apps/panel

killall gnome-panel

Try to do this, like Marco have sayd:
press CTRL+ALT+T and type this command:

gconftool-2 --shutdown

rm -rf ~/.gconf/apps/panel

pkill gnome-panel
