applications,places,system non responding

I have Ubuntu 10.10 on my laptop. In order to get the applications,places,system Panel from top of the screen to bottom of the screen I used system menu and got it at the bottom OK. but further doing somethig this applications,places,system thing got disappeared. On startin again (shut down n start) the applications,places,system menu appeared but it does not respond to muuse click at all. pls guide me to resolve this problem. There is no sign of network icon too!!!

Open a terminal: ctrl+alt+t
and type

gconftool-2 --recursive-unset /apps/panel
pkill gnome-panel
