terminal command for control panel/system settings?

I altered a setting to be able to use the cube desktop thing and now i do not have acess to the taskbar at the top of the screen or anything else.
i could probbably sort if i could get to the control panel but do not have access to it. could someone please tell me what the terminal command for the control panel/sytem settings ~(or what ever it is called) ?
A speedy response would be appreciated as im prevented from using my laptop by this.
