Same exact problem here. Update completely killed my computer.

I can only access the files on the desktop. No bars, no panels. Just the background.

Same here. I have no panels since upgrading to 11.04

gconftool --recursive-unset /apps/panel && killall gnome-panel

(resulting to "gnome-panel: no process found")

doesn't help

I found that if you did the

gconftool --recursive-unset /apps/panel && killall gnome-panel

(resulting to "gnome-panel: no process found"), then when I went back to the desktop the panels and then unity appeared.

Though every time I logged in the panel and unity desktop was not there.

So I added the startup program "usr/bin/gnome-panel" command in the "Startup Applications Preferences" (found in System Settings), and added also startup program "/usr/bin/unity" and so the panels and unity appear at startup.

Still nothing. I can not access anything. alt+F2 doesn't work. no key commands work.

Can I reload the software?

In had this issue but I'm not sure how I fixed it.
If you have Nvidia, check proprietary driver is activated and used. If not activate and log off/log in.
I also reset after window manager to "Classical without effects".
I did other things but not remember what.
Could you open a bug so I will be able to gather all questions on this issue on this bug. Thanks.

Yes in my system with 11.04 I have panels and unity icon bar appearing on the left side, only when I added gnome-terminal and unity into the startup applications in system settings. I have N-Vidia GeForce 9400M C

Carlos
you could make a clean reload of 11.04. and see if you get terminal then.

or boot into recovery mode, see this link http://psychocats.net/ubuntu/resetpassword to start in recovery mode

TO EVERYONE WITH THE NVIDIA GFORCE GRAPHICS CARD AND "NO PANELS"
The problem is that the panels are being displayed off the screen. You can even access them by moving the mouse all the way off the screen to the top left and seeing the submenus drop down when you l-click.

Start the ATI catalyst control center (Administrative) and select Display Manager and move the scaling slider to about 75% until you can see the entire screen on your display.
