my panel have got more than one icon for battery , blue tooth, etc etc...

At the time of writing this mail my panel have got two battery icons , two blue tooth icons ,no icon of my mail box. it changes all the time sometimes there wont be any icons for power switch. sometimes no chat icon. etc etc.....
do i have to reinstall the ubuntu again .

Try opening a Terminal window (Ctrl+Alt+T or Applications > Accessories > Terminal) and running these three commands. For each command, copy it and paste it into the Terminal, then press enter.

gconftool – -recursive-unset /apps/panel
rm -rf ~/.gconf/apps/panel
pkill gnome-panel

If that doesn't fix the problem, then please provide more information: Did any of those commands produce any output (i.e., text appearing in the Terminal), and if so, what? What version/edition of Ubuntu are you running? (An example answer to that question is: Ubuntu 10.10 Desktop Edition) If you're running a Netbook edition or release version 11.04 Natty, then is this in a Classic desktop, or is it in Unity (or the Netbook Edition desktop)? When you log in (or, if you have Ubuntu configured so you don't have to log in, then when the desktop first comes up after you start up your computer), do you any message boxes with error messages?
