Ubunto top-panel loses shutdown button

This is maybe a bug in Ubuntu, but its very time consuming to find out how to report a bug, witch is a bug by its own.
Anyhow my top-panel loses the shutdown-button of no reason. Suddenly its gone.
This has happened at least since 10.04, and I have experienced this twice in 10.10.
Of no reason the shutdown-icon disappear from top panel and I find shutdown only in System-Shut down...

This is something I have experienced from time to time. When it happens, because it doesn't always do so, it will happen on startup. Generally, the contents of the panel will become jumbled, usually with some icons overlapping others. I have found that going into

Preferences -> Appearance

and changing the theme to something else, waiting a few seconds for it to fully take effect, then changing it back to your preferred theme, will reset the panel without having to reset your computer.
