Ubuntu panel frozen; unable to run terminal

For some reason both of my Ubuntu panels got frozen together and I am unable to access any programs or folders of mine. Other problems similar to mine have been solved by people opening a terminal command line with Alt + F2, but this does nothing for me. I attempted to do so on a guest profile and I was successful, which means that remarkably my host account is unable to do practically anything.

The only thing I can click on in my panel is the date and time, which doesn't really help me whatsoever. This problem makes my computer essentially worthless, as the only thing I can access is Google Chrome through the Help function using the Date and Time section of the panel.

Any help would be greatly, greatly appreciated.

what I would try:
When you are on the login screen, press ALT+F1 to get in the terminal. Log in, reset the Gnome Panel settings (gconftool-2 – -shutdown, gconftool – -recursive-unset /apps/panel, rm -rf ~/.gconf/apps/panel), reboot, and see if with default settings it's better ?

When Alt+F2 doesn't work, for (allmost any) kind of repair attempt you can switch to a virtual console (text only).
CTRL+ALT+F1 (session)
CTRL+ALT+F2 bis F6 (free tty)
CTRL+ALT+F7 (GUI)

Thanks for your help guys, but I ended up simply reinstalling Ubuntu. As of now, the problem is fixed. Haha.

When all else fails, just wipe the system I suppose.
