Accidently deleted the top panel!

Can anyone help me get it back? I don't feel like reinstalling.

right click on the bottom panel and select New Panel or you could drag the bottom one to the top ... reinstalling?!?!?!

It won't let me add a new one, there isnt an option. The only thing I have is the bottom panel that lists programs running, not the top one that links to applications.

I have no Panel, where do I right click? If there is no Panel?
