Panel moves as if grabbed

On my laptop, the panel sometimes acts as if I did the click and drag thing, when all I did was single click an application launcher. It always puts it beneath the bottom panel. This is annoying. I would *like* a right-click menu option to lock it into position as there is a lock to panel for the launchers. While a rather small thing, easily taken care of, I know that someone like my father would be at a total loss as to what to do. Locked by default, sounds like a good idea.
