removing windows

I used a run time application to download and install unbuntu from windows xp. is it safe for me to remove xp and if so can i do it from unbuntu?

You should tell us what is this "runtime application".
If you installed in a virtual machine or in a file (like with wubi) than no.
If you installed Ubuntu on his own partition with a self-standing bootloader than yes.
