how to setup internet in Ubuntu 9.10 with BSNL broadband

I want to establish internet connection in ubuntu.
i've followed the steps from http://www.indiabroadband.net/linux/10828-how-configure-bsnl-broadband-connection-ubuntu.html
 . but i'm confused. there is no "Network" listed in Administration... "Network Tools"s listed. but when i clicked that i could not see anything mentioned in the step 2.. Please help me with this.. i'm very new to ubuntu..

I would suggest checking out Ubuntu's documentation as it is great at walking newer users through setting up their systems.
