If you installed the Ubuntu desktop version 9.10 by default the graphical environment is Gnome. In the upper right corner (or lower - I moved things around on my system a bit months ago) there is a field where info gets shown. In my case there was a loudspeaker (for volume control) and another icon representing the network connections.

Right click over the network connection icon and choose "Edit Connections ...". There you have wired, wireless, mobile broeadband, VPN and DSL connections you can configure. Configure the wired or wireless connection you need to change and on the IPv4 tab you can set the static IP.

In former version of Ubuntu there was problem with static IP-s. In new Ubuntu there is no problem.
All you need to do is to go to System-->Preferences-->Network Connections.
For example: If you have Wirelless you will need to go on Wireless tab and click "edit" or "add" if you don't hace connection created. Then in IPv4 tab you need to choose for method "Manual" and type IP adress, netmask(which is almost always 255.255.255.0), gateway and DNS server. Than you click on Apply and restart Ubuntu.

Also, Shut Down menu is on top of the screen right, where is your login name for example "tux". When you click on your nickname you have options like logout, shut down, restart and more options.

Can you help with this problem?
