From your output:

DISTRIB_CODENAME=jammy
Err:6 http://us.archive.ubuntu.com/ubuntu hirsute-updates Release
  404 Not Found [IP: 91.189.91.38 80]
E: The repository 'https://ppa.launchpadcontent.net/webupd8team/java/ubuntu jammy Release'

You have got some wrong entries in your package management configuration (probably not the cause of your slow network, but correcting it is a precondition for everything else).

Please provide the output that you receive for the following command:

find /etc/apt -name '*.list' -exec bash -c 'echo -e "\n$1\n"; cat -n "$1"' _ '{}' \;

Issue the command (in a terminal window)

sudo gedit /etc/apt/sources.list
In the editor window that opens (after entering your password for confirming an administrative action) perform the following changes:
Replace all occurrences of "impish" by "jammy" (without quotes of course)
Replace all occurrences of "hirsute" by "jammy" except in the first line. The first line has to stay as it is.
Remove "universe multiverse" from the end of line 10
Put "# " (without quotes) to the beginning of lines 19 and 29 (those starting with "deb-src")
Remove "# " from the beginning of lines 18 and 28
Delete the last four lines.
Copy line 36 and insert it again as line 37
In line 36 remove "# " from the beginning and change "deb-src" to "deb"
Save the file and close the editor

Then issue the commands
sudo rm /etc/apt/sources.list.d/webupd8team-ubuntu-java-hirsute.list
sudo rm /etc/apt/sources.list.d/webupd8team-ubuntu-java-jammy.list
sudo rm /etc/apt/sources.list.d/archive_uri-http_archive_ubuntu_com_ubuntu-impish.list

Finally execute the command
sudo apt update
and copy/paste the output that we can check.

Ok, the package management settings seem correct now.

For the Atheros WLAN device there is a possible option that can help:

Issue the command

echo "options ath9k nohwcrypt=1" | sudo tee /etc/modprobe.d/ath9k.conf

and reboot. If that helps, it is fine, If it does not help, then you can undo the change with the command

sudo rm /etc/modprobe.d/ath9k.conf

and reboot again.

Another idea: In some cases rebooting the WLAN router has solved connection problems.

executed command

echo "options ath9k nohwcrypt=1" | sudo tee /etc/modprobe.d/ath9k.conf

rebooted - got up to 3Mbps

performed router firmware upgrade and rebooted router - no change

rm'd /etc/modprobe.d/ath9k.conf

rebooted

Back below 2Mbps

Checked a windows machine running on network wifi - 87Mbps

So has this troubleshooting session terminated without a solution then?

The troubleshooting procedure is meant to provide diagnostic information, not to solve all possible problems.

Can you help with this problem?

Provide an answer of your own, or ask David for more information if necessary.
