wifi not working and not found
I have a hp-notebook and installed 19.10 alpha on it, then came around to upgrade it to the development branch and the wifi stops working on the kernels above 5.2. It works perfectly fine in 5.2. I tried to fix the issue but I made it worse . I tried to install the new driver using modprobe and got operation not permitted even as root. Now i have no wifi!! What do I do?

The wireless troubleshooting procedure requires that the computer is (temporarily) connect to the internet.
Do you have a chance to plug your computer into a wired network with internet access?
What is the full output of the command
sudo modprobe -v rtl8188ee

The problem seems to be with the rtlwifi.ko kernel module.
What output do you receive for
sudo insmod rtlwifi
dmesg | tail

Ok, there is an error message:
Lockdown: insmod: unsigned module loading is restricted; see man kernel_lockdown.7
What is the source of the rtlwifi kernel modules?
Are those the original ones delivered with the Ubuntu kernel, or have you tried downloading and compiling then from elsewhere (e.g. from L. Finger's git)?

so the original was from the computer it didn't work then I tried installing it from github and compiling it

Apparently you are booting your computer in EFI secure boot mode.
I assume that you have two possibilities:
1. revert to the (signed) modules delivered with Ubuntu. I do not know what the problem was that this did not work for you.
or
2. continue using L. Finger's version, but then you have to disable EFI secure boot (or at least disable module signature checking).

The 1st option you mentioned doesn't work with kernels above 5.2 I will get activation of network error all the time and can you walk me through the second one?

Also if I revert to the 1st option mentioned above, how do I make it so it works for kernels above 5.2?

I do not understand why the rtl kernel modules delivered as part of the kernel should be not working (with a kernel above 5.2).
Was there an error message?
My first suggestion is deleting the L. Finger modules and reinstalling the original kernel packages.

The error message was "Activation of network failed."
