My suggestion:

1. Install all available updates from the Ubuntu repositories (e.g. with the commands "sudo apt update" and "sudo apt dist-upgrade") and reboot.
Make sure that you are running the latest available kernel version (by comparing the output of "uname -a" with the contents of https://launchpad.net/ubuntu/+source/linux - the details for Bionic Beaver - security, updates)

2. Do a clean-up of the previous version
Issue the command "sudo dkms remove rtlwifi-new/0.6"
Delete the directory where you downloaded the source and create a new empty directory for downloading and building the module.

3. Follow http://ubuntuhandbook.org/index.php/2019/04/nstall-rtl8723de-wifi-driver-ubuntu-19-04/

Copy/paste all output into this question document thet we can check for any problems.

After using sudo dkms remove rtlwifi-new/0.6 --all command. I followed till step 5 from http://ubuntuhandbook.org/index.php/2019/04/nstall-rtl8723de-wifi-driver-ubuntu-19-04/ was still unable to find any option, I continued to step 6 as per the article. I recieved the same output -

In comment #7 I told you that you should install all pending updates, but the latest output still tells that there are updates waiting to be installed: "0 upgraded, 0 newly installed, 0 to remove and 34 not upgraded."

And another question:
What is the output of

sudo updatedb
locate rtl8723de.ko

I do not know why the kernel module still shows the wrong vermagic value.

My suggestions:

1. Remove the outdated reference to the nae-team PPA to get rid of the "no release file" warning:
sudo rm /etc/apt/sources.list.d/nae-team-ubuntu-ppa-bionic.list

2. Install all available updates (this should install the 4.15.0-66-generic version of the kernel:
sudo apt update
sudo apt dist-upgrade

copy/paste all output into this question document that we can check for unexpected Messages.

3. Finally reboot and check the module

sudo modprobe rtl8723de
modinfo rtl8723de
