Internal Wifi not working on Medion Akoya S4220 Notbook

To report this question I've used the usb-wifi-tethering function of my mobile phone (nexus 4) to connect to the internet because the notebook does not have any other network device than the internal usb wifi / bluetooth combinated device:

Bus 001 Device 002: ID 0bda:b720 Realtek Semiconductor Corp

Ubuntu 16.04 is installed on the internal hard drive of the notebook.

Issue: Bluetooth is working out of the box, but wifi does not find any access points.
When setting the machine to sleep and waking it up again wifi gets to work.

Question: Is there anything we can do to get wifi (and bluetooth) working directly after boot?

Thank you. It worked in combination with blacklisting kernel module rtl8xxxu by adding file blacklist-rtl8xxxu.conf in /etc/modprobe.d/ with the content: blacklist rtl8xxxu.
