wifi does not connect on boot

I have UbuntuStudio 8.10 installed on a Dell Inspiron 9400 with Intel PRO/Wireless 3945ABG Wifi. I am trying to connect to my own AP which is protected by WPA2 personal (PSK). The install is straight out of the box except:
- Latest regular updates applied
- installed linux-backports-modules-hardy-generic and -rt to get more up to date iwl3945 (had no effect on the problem, although the silly wifi light now works).
- enabled Wifi on and entered my WPA2 passphrase and BSSID into the system->administration->network applet.

when the system boots:
- the wifi light does not come on and refuses to come on even when the hotkey is pressed.
- the ip address is an avahi 169 address

if I issue:

sudo ifdown wlan0
sudo ifup wlan0

The wifi light comes on and wlan0 connects correctly to my AP.
Why does the system not connect correctly straight away please? Should I report this as a bug?

I also had problems with WPA

Network manager seems to have issues, and it has been reported as a bug (sorry I do not have the link now).

I personally solved the problem by installing wicd :

http://wicd.sourceforge.net/

It is very easy to install and configure.
