Try the below command:

echo "options rtl8723be fwlps=0 swlps=0 ips=0" | sudo tee /etc/modprobe.d/rtl8723befix.conf > /dev/null

Reboot to test. If it's no better then run:

sudo rm /etc/modprobe.d/rtl8723befix.conf

and reboot once again.

network seems be with bug really.
think that is a bug of 16.04.
my net also have poor performance, and too many fails.
