Have you used a wired Internet connection to get fully updated?
You could also try the 3.5 and 3.8 kernel with the backports repos which your OS knows of but are not enabled by default

Your Terminal output shows the following issue:

"
  *-network UNCLAIMED
       description: Network controller
       product: Atheros Communications Inc.
       vendor: Atheros Communications Inc.

 Release Date: 08/19/2013
Serial services are supported (int 14h)
 Manufacturer: Dell Inc.
 Product Name: Inspiron 3521
 Serial Number: D2X8SX1
 Manufacturer: Dell Inc.
 Product Name: 0FXP6Y

"

This Terminal output means that your PC is extremely new and the wireless adapter in your PC is not supported out-of-the-box yet by Ubuntu.

Please follow the solution procedure as explained here:

https://answers.launchpad.net/ubuntu/+source/gnome-nettool/+question/235071

Here is another source of information:

https://answers.launchpad.net/ubuntu/+source/gnome-nettool/+question/231231

If this does not help, then I suggest waiting until October 17, when Ubuntu 13.10 is released.

On October 17, you can test wireless using a LiveUSB session of Ubuntu 13.10. You do not need to install Ubuntu 13.10 to test it. You can simply boot and test via a boot from USB stick.

you should try rfkill unblock wifi and rfkill restart network-manager or i could propose apt-get dist-upgrade and do it from recovery and remove obsolete packages

Can you help with this problem?

Provide an answer of your own, or ask Richard for more information if necessary.
