Non Availability of Addon NIC with Boot Rom in India

I am trying to implementing thinclient in many places but some motherboard not having PXEboot or some time older maching not having lan card in such scenario we have to install Addon NIC. But their is not a single vendor who sale Lan card with Boot Rom. Without hardware it is impossible to implement thinclient in low level. Can any one tell what to do.

You can boot XPUD, then access thin client like services there.
