Linux mint and ubuntu 12.04

I have a question about Linux mint 13 and ubuntu 12.04. Please try to answer many questions as you can.
1. My wireless card does not worm well. Broadcom 4312 driver. In linux, do i do the same procedure as i did in ubuntu 12.04?

First go:
sudo touch /usr/lib/pm-utils/power.d/wireless

Then go: gksudo gedit /etc/rc.local
And add ABOVE Exit 0

touch /usr/lib/pm-utils/power.d/wireless

Make sure it has no "#" infront of it.
Then after you must add a file into:

/etc/pm/power.d/wireless

Make that file and it MUST be blank

2. Is all the commands the same?
Sudo apt-get
sudo su
PPA
many more...

3. is it more stable?
4. Is it possible to run windows and linux mint without having to configure the petitions if ubuntu has done that?

CPU: Intel Core 2 duo CPU TY250 @ 2.00GHz × 2
Memory: 2 GiG
Has windows and ubuntu running dual booted
Graphics: Intel® 965GM x86/MMX/SSE2
OS Type: 32-bit
80 gib hard drive

Linux is the kernel, Ubuntu is a distro.

What i meant was
In mint, do i do the same procedure to edit the wireless card....
