swap is never used in Ubuntu 10.04 installed by wubi

I find that my swap is never used. Because it is wubi, swap.disk is also a file. I also add a new swap file. But it always show like this even I change swappiness to 100

/host/ubuntu/disks/swap.disk file 261112 0 -1
/mnt/512Mb.swap file 524280 0 -2

I try to solve it according to https://help.ubuntu.com/community/SwapFaq

there is a similar problem described as "Why is my swap not being used?"

However, it only introduce a solution for swap partition rather than swap file so that I don't know how to deal with it in wubi

You won't use swap if you have free RAM as far as I know, weird how swappiness wasnt used with vm.swappiness at 100 though. Could report a bug
