With your

open a terminal with the key combination Ctrl+Alt +T (or select the terminal application from the application menu).

Now cut and paste the following commands

ping -c 4 www.google.com
ping -c 4 8.8.8.8

OK, your internet is functional -- you just contacted google to ask how long the delay between you and them was, and they were sending you messages back. (though you seem to have two cards plugged in, and should only have one).

Are you on a connection that would require configuring a proxy server? Do you have a proxy server configured and shouldn't? (in firefox; edit->preferences->advanced->network->settings)

Who are you using to get internet access? Are you in a dormitory style accommodation? Sometimes these have additional locks on internet access.

wait, re-reading your original question; You are trying to download IE9? For windows vista?

That won't work -- its designed for windows vista, not ubuntu -- just use firefox, google chrome or opera. Some windows applications can be run using the "windows emulator", wine, but not all; its a hit/miss affair.

At any rate, you certainly should not be downloading random software from the internet and running it; it is a major security concern -- you don't know what instructions the computer is about to leap up and run. This will be greatly discouraged in future versions of windows, when they introduce app stores, and is already discouraged/disallowed on smartphone/tablet devices.

For us here in ubuntu, we already have a "store" (repository), and its free! If you use software that is available in the software repository, then every program is checked to ensure that it is not malware.

If you still need to download software for windows (hint, likely you don't; you can find replacement software in the repository centre), then you can use wine.

To disable the wired card, all you have to do is either (1) unplug its cable or (2) select the network icon in your top panel (left click the network plug symbol), then select "disconnect".

To solve your wireless problem, we need to ID your wifi hardware. Can you re-open the terminal (Ctrl+Alt+t) then run the following commands?

uname -a
lspci

You are using a Broadcom BCM4313 device.

Here is a guide for installing the STA driver. Basically you have to install the bcmwl-kernel-source package, then select the proprietary broadcom STA driver

Follow step 1 and step 2 here, then reboot.
https://help.ubuntu.com/community/WifiDocs/Driver/bcm43xx#Installing%20STA%20drivers

Can you help with this problem?
