With the dongle plugged in, do you see the mobile broadband selection when you L click on the network-manager icon (the pie shaped pile of arcs in the toolbar)? Click on it to connect, enter any info asked for like country and carrier. If you don't see it or it doesn't work, R click on the network-manager, and select the "Mobile Broadband" tab. Hopefully you will see a listing, click on it, then click the edit button. IPV4 set to automatic PPP, the PPP settings include EAP, PAP, CHAP, MSCHAPv2, MSCHAP. Under the Mobile Broadband tab, typically all you need is a #777 for the number. All this may be set by default. If the dongle has never been used, you may have to connect with it on a Windows system first to initialize it.

Can you help with this problem?
