how to enable eth0

we are using 2 lan cads.

eth0 is working fine and
eth1 is not enabled.

how to enable

Network can only manage ONE interface. You have 2 options.

1. Use wicd and configure both using that tool
2. Use /etc/network/interfaces to configure one or both

personally, if both are using a static IP and will never change then I'd go for the interfaces file, this wil make the OS boot faster and lighter (as you won't be running any gui network management apps). You can also edit the connection via ssh and restart the network service to apply.
