2) PC is Compaq Prosignia Desktop, Pentium 3(?)

That rings a bell, since I had this problem several times:
The WLAN driver works but gnome-network-
...what you can try is to upgrade to Ubuntu 10.10, which is already out and in my experience has prved extremely stable. If this doesn't solve your problem it at least gives you a fallback solution if network-manager lets you down again: ConnMan.

I think the following output shows the issue:

I think there is a conflict between the rt2800usb and rt2870sta driver that is preventing your wireless card from working correctly.
You need to blacklist the rt2800usb driver using this Terminal command:
echo blacklist rt2800usb | sudo tee -a /etc/modprobe.
After executing the command, please reboot and retest wireless.
And I also recommend changing the wireless transmission frequency on your router to channel 3, in order to avoid wireless interference with the other routers that are nearby.

Also run the following commands (including the previous blacklist command):
echo blacklist rt2x00usb | sudo tee -a /etc/modprobe.
echo blacklist rt2x00lib | sudo tee -a /etc/modprobe.
Then reboot and retest wireless.

OK... a couple of reboots, the wired connection is back to working.. but I still can't get wireless 2 work. Hmm...

Just putting in some other things that I've UNsuccesfully tried:
1) installed USB2 card. (just in case the built in usb was ver1). Nope, not it.
2) another site suggested installing WICD to replace Ubuntu netwk app.. nope, that didn't fix it. I'm back to the netwk app.
Any other ideas that I can afford? I'm looking to move this PC elsewhere in the house, but can't get it away from its cable-tether to the router.

It is the same bugreport I already gave you. Nick writes in comment 6 that the wireless USB adapter worked in Ubuntu 9.04
Maybe you should install Ubuntu 9.04 from a LiveCD session while keeping the wireless USB adapter connected at ALL times (even during the installation phase)

Going to mark this as problem solved, but only because I took Mark's advice and installed Ubuntu, 9.04 on the machine.. Wireless works perfectly. But its not the latest Ubuntu, and I do like the interface so much better. So, to me, its not 100% solved, but close enough.. Now I have a new problem on a different machine that I'm gonna have to search a solution for.
(I'll search and if don't find solution, will create a new question, but here's the error I"m getting, in case UR familiar w/it <and I'm a total Ubuntu & Linux newbie> "Could not update ICEauthority file /.ICEauthority" and
