This what I did:
sudo apt-get update

sudo apt-get install libdvdread4

sudo /usr/share/doc/libdvdread4/install-css.sh

sudo apt-get upgrade

Restarted the pc.

Put in the movie and it said:

For some reason now all I have to do is what actionparsnip said:
sudo apt-get update

sudo apt-get install libdvdread4

sudo /usr/share/doc/libdvdread4/install-css.sh

sudo apt-get upgrade

And it gets it done
