Why are there keyring-* and seahorse-* files in my /tmp folder?

Is it a default location or should those files be moved to safer location ?

These files are not your keyrings (your keyrings are in ~/.gnome2/keyrings ). The things you are seeing in tmp are no "real" files but so called sockets (http://en.wikipedia.org/wiki/Unix_domain_socket), used for communication between processes.
