New 3Tb drive is only showing ~2.73Tb available

Is it normal for an unformatted (new) 3Tb drive (model WDC WD30EZRX-00DC0B0 ) to show ~2.73Tb available. Where is the remaining 27Gb? I expect some space used, but this seems like a lot.

The normal person and the manufacturers of HDD have a different calculation of what a TB is. While most people consider it 2^40 byte = 1,0995×10¹² byte, the manufacturers consider it 10^4 bytes = 1×10¹² bytes. This is why about 9% of your disk are missing. It is not an Ubuntu error.

As I was getting the same numbers for both Ubuntu and Windows, I expected something like this. I didn't think Ubuntu would be the issue.
