How to resize a partition

i want to put win xp back on my pc but i only have 1005 MiB but i need 1185 but i want to make it 5 gig partition i have ubuntu 11.10 it's drivin me nuts

Use GParted from the LiveCD that you have used for install Ubuntu for reseize the partition.

i did with that program but i can only go up to 1005 i have a 250gig hard drive

do i use in on reboot or while i have ubuntu running?

You have to use the LiveCD, you can't do that from your current system.
