You can use Gparted:
https://help.ubuntu.com/community/GParted

For install it do this:
1. Open a terminal by hitting CTRL + ALT + T
2. Insert and run this command:
sudo apt-get install gparted ntfs-3g ntfs-config ntfsprogs

3. Now for start it, run this command in the terminal
sudo gparted

Select the HD that you want to format in the menu at top right. Now you can partition and format it.
