Ubuntu 11.04 can't open Lockdown Editor

In the GNOME Desktop System Administration Guide, under "10.3.1. Getting Started", (Lockdown Editor), it says:
"Click the System ▸ Administration ▸ Lockdown Editor"
But "Lockdown Editor" is not an option when I click System ▸ Administration
What to do? (Ubuntu 10.10)

Is the lockdown editor installed? I have no idea if it is in the natty defaults. The package should be called "pessulus"

Thanks--the lockdown editor apparently is not installed by default, and, using the Software Center, and searching on it for pessulus, then installing it, the Lockdown Editor does indeed show up under System ▸ Administration ▸ Lockdown Editor, as promised.
