Who do I need to reffer to with an idea about changing the style of the control center?

I'm new to the ubuntu development/bug tracking etc. and I don't know where to address my opinion or ideas of the minor changes (that are not suitable for Ubuntu Brainstorm) . A moderator in brainstorm said I should file a wishlist bug , but I don't see how that works here . I'd be thankful to get some help understanding the system .
 (the idea itself is to get back the old CCSM-like look , my opinion is it's better ,cleaner , more functional )

can you link your Brainstorm suggestion though, what you are stating sounds like a Brainstorm Idea, not a Bug.

Wishlist is a tag given to Bugs filed at Launchpad that are ... wishlist features.
