Publish the latest glogg for LTS 14.04

It would be possible to provide the latest glogg version for the Ubuntu LTS 14.04 version ?

the version of glogg currently provided by the official LTS 14.04 repository is 0.9.2. But unfortunately, this version do not handles UTF-8 files and this makes it impossible to deal with portuguese log files because of lots of crazy characters.

The latest version is handling UTF-8 correctly from now.

You have to be aware of the Ubuntu release policy.
Normally packages stay on the version they had at the time of the publication of the Ubuntu release, only Bug fixes are done.
Never versions of the packages are only published with newer Ubuntu releases.

There is the possibility to do a backport of the version for a higher Ubuntu release to a lower release (if all dependencies can be met), see https://help.ubuntu.com/community/UbuntuBackports and https://wiki.ubuntu.com/UbuntuBackports

Outside the official repositories, there are PPAs (personal package archives). Maybe someone has already built the new version for trusty, or you can try creating your own PPA, or you can try building the new version on your own system.
