Hello,

you should ask the "Lingala Translators Team" in launchpad of what is going on with this Language.

As far as I can see the team is Active, so the language should be Active.

We have already a exist team for DR Congo Local community (http://loco.ubuntu.com/teams/ubuntu-cd/) it the same team who want to translate Ubuntu in Lingala, we have our channel (#ubuntu-cd), mailing list(<email address hidden>, wiki ... we want just to add information about translating guide.
