Add packages for further gfal2 components.

The current gfal2 packages only contain the core library and the data transport plugins.
It would make this framework much more useful if the following parts of is were available as packages too:
- Python bindings: https://dmc.web.cern.ch/projects/gfal2-python
- gfalFS (FUSE module): https://dmc.web.cern.ch/projects/gfalfs
- gfal2 utils (command line tools): https://dmc.web.cern.ch/projects/gfal2-utils
The given list is ordered by importance/usefulness.

Would it be possible to produce these packages too?
