i can't find an option to change default encoding to cp1251.
How can I do it?

CP-1251 is WINDOWS-1251. ( According to: http://en.wikipedia.org/wiki/CP1251 )

From the menu: File > Save as - At "Character encoding" choose "Add/Remove"

You can add Cyrillic WINDOWS-1251 from there :)
