How to Disable Hibernate for XDMCP users?

Users outside of the admin group are given the options of shutting down, hibernating, restarting the server.

I think this is a bug. Maybe this isn't normal behavior. I do have gdm configured to allow root to log in remotely over xdmcp.

We are using LTSP and NoMachine sessions.
