I need to change the regional configuration (decimal separator, list separator, etc.) and I don't know how

I want to change the regional configuration, because I work with *.csv files.
So, I need to change the lists separator (",") or the decimal separator ("."), for example, and I couldn't find how to do this in the system.
Somebody help me please.

maybe you should go to

system settings (control center) -> regional and accessibility -> Country/Region and Language?
