Cannot load necessary packets (sudo?), lower panel covered

First problem:
Fehler beim Ausführen von /usr/sbin/synaptic '--hide-main-window' '--non-interactive' '-o' 'Synaptic::closeZvt=true' '--parent-window-id' '138412035' '--set-selections-file' '/tmp/tmp6XgZfc' als Benutzer root.

Die zugrundeliegende Rechteverwaltung (sudo) erlaubt es ihnen nicht, dieses Programm auszuführen. Bitte kontaktieren sie den Systemadministrator.

Second problem:
Lower panel invisible (coverd by the desktop?)

gconftool --recursive-unset /apps/panel && killall gnome-panel

will reset the panel to defaults, you will need to readd panel itels etc but should give a good foundation to start from.

Reset of the panel to default would not help me, as the bottom panel on my monitor (old miro FP155, 15 inch, XGA 1024x768, .., ) never appeared. I think it is no disaster (I generated an additional top panel and dragged this panel to the bottom of the screen. But nothing is written into that panel).
I am very happy of again being able to load packages with synaptic: I edited with root the sudoers file as written in man visudo and in https://help.ubuntu.com/community/Sudoers, and now the wanted packages are loaded. This is my last sudoers file;

Defaults env_reset
