There is no support for gcc-8 version 8.3.0 on Ubuntu.
You have to help yourself.

Remark: It seems to me that there are some preliminary steps missing.
As far as I can see from the sources, stamps/02-patch-stamp is created by the debian/rules.patch makefile.
Are you using dpkg-buildpackage?

"debian/rules.patch" is not a patch file that has to be used with "patch ...", but this file is a makefile that has to be used with "make ...".

Have you tried the command dpkg-buildpackage? That should execute all steps in the right sequence.
