New Ganeti release (2.16) in Ubuntu 18.04

Me and some other People within the Ganeti Team working hard on getting a new ganeti version ready for ubuntu 18.04 But:

- we can not test/debug s390x*, can we skip s390xsomehow?
- we also need a way to trigger a megre from debian into ubuntu since the 32bit test sould be fine now.
