raise IM windows on events missing?

i just switched from openSUSE 10.2 to kubuntu feisty and don't see my beloved

conversations: raise IM windows on events
and
raise chat windows on events

in the preferences anywhere. i'm missing new messages at work and it's pretty annoying. am i missing some optional gaim package? i've never *not* seen these preferences in the various versions of gaim i've used on various platforms.

please go into the window manager, there is an option you can check, and it will make windows appear on activity
