How to ask packages maintainers to update to last version of a program ?

This is a question I ask to myself for a long time; and I didn't found useful answer.

In this particular case:
- I'm using Ubuntu 21.10
- last available version of package fstl is quite old: 0.9.4-1 - https://packages.ubuntu.com/focal/fstl
- version 0.9.5 is available for this software, without any new dependency that prevents using it on Ubuntu 21.10 (same Qt version mainly)
- as I'm using this software on 4 of my machines, I wouldn't like to have to manually compiling it on all those machines
- I'd like to contact package maintainers and communicate with them to know why the distribution of this package is so "late"; and how I can help

In addition you have to be aware that Ubuntu is copying packages from Debian (to avoid double packaging work) and also Debian has only version 0.9.4

The unexpected thing is that the homepage listed on Debian for fstl is https://www.mattkeeter.com/projects/fstl/ which in turn refers to https://github.com/mkeeter/fstl and there the latest version is 0.9.4.
So where do you see a version 0.9.5?

Ideed, after looking closely I've seen that devs haven't published 0.9.5 yet: https://github.com/fstl-app/fstl/issues/83

But yeah my question was indeed about rolling release. Thanks a lot for your answer
