Install in Xubuntu installs version 0.4.7.1-1 , not 0.4.8-1

When I try to install this from the Xubuntu 18.04 app-store, it installs version 0.4.7.1-1 in stead of the new stable-release 0.4.8-1. Is this just on my end, and how can I install the newest version?

Ubuntu is no rolling release.
This means, that programs usually stay at the version which was the current one when the Ubuntu release was published.
Newer versions will only be published with new Ubuntu releases.

https://launchpad.net/ubuntu/+source/freeorion shows that for Ubuntu bionic the standard repositories only provide version 0.4.7.1-1

There are PPAs with higher version, e.g. https://launchpad.net/~o01eg/+archive/ubuntu/freeorion-stable
