FLAC 1.4.1 Update

Dear Maintainers,

Please would you update the flac package in 22.10 to 1.4.1? Forgive me, but I am useless at building the package from the Github site. I've tried according to the instructions, and I can't make it happen. It would mean a lot to me to have the latest version of flac in 22.10. Thank you for considering my request.

In addition you have to take into account that Ubuntu is copying packages from Debian (to avoid double packaging work),and also Debian has only version 1.3.4, see https://tracker.debian.org/pkg/flac

The first step for bringing flac version 1.4.1. into Ubuntu is that Debian upgrade their package. You might consider creating bug report in the Debian bug tracker. In any case I think that it is already too late for Ubuntu 22.10, because the related milestones have already been passed, see https://discourse.ubuntu.com/t/kinetic-kudu-release-schedule/27263

Maybe there is a PPA with such version for Ubuntu, see https://launchpad.net/ubuntu/+ppas?name_filter=flac for a list of potential candidates.
